Harbin, the capital of Heilongjiang province, which is located south of it. Not only for its special position, but also as the center of Heilongjiang's political, economic, educational and cultural life, the city is described as the pearl beneath the swan's neck. Lying on the east of the Songnen Plain, what is more, it plays a vital role in communications between South and North Asia as well the regions of Europe and the Pacific Ocean.
Under the Köppen climate classification, Harbin features a monsoon-influenced, humid continental climate. Due to the Siberian high and its location above 45 degrees north latitude, the city is known for its coldest weather and longest winter among major Chinese cities.
